This SETTLEMENT AGREEMENT (“Agreement”) is entered into as of February 15, 2008 by and between the California Corporations Commissioner (“Commissioner”), on the one hand, and Cross-Eyed Toad, LLC dba Cash Plus#154 (“Cash Plus #154”) and Henry Kurland (“Kurland”) on the other hand, (hereinafter collectively “the Parties”).
