Effective Date (as hereinafter defined) by and between the State of Connecticut, Department of Transportation (“CTDOT”), Joseph J. Giulietti, Commissioner, duly authorized, and the City of New Haven (“CITY”), a Connecticut municipal corporation, with a mailing address of 165 Church Street, New Haven, Connecticut 06510, acting herein by Justin Elicker, its Mayor, duly authorized. CTDOT and CITY may be referred to in this Agreement each individually as a “Party” and collectively as the “Parties.”
