In consideration for the rights-of-way granted under subsection (a) of this section, and in rec- ognition of the National Park Service’s con- tribution authorized under subsection (b) of this section, the cooperative agreement under sub- section (b) of this section shall provide for a re- duction in, or the elimination of, the amounts charged to the National Park Service for its sewage disposal.
