WHEREAS, as specified in 24 Code of Federal Regulations (CFR) Part 58 “Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities” pursuant to 24 CFR §58.4(a), the City of Phoenix (City), as a Responsible Entity (RE), assumed the responsibility for environmental review, decision-making, and action that would otherwise apply to the U.S. Department of Housing and Urban Development (HUD) under the National Environmental Policy Act (NEPA) and other provisions of law that further the purposes of NEPA; and
