WHEREAS, the parties desire to enter into an agreement for the provision of the services by the UNIVERSITY in exchange for payment by the COMMONWEALTH to compensate the UNIVERSITY for the expenses of the services in accordance with Section l 906(b) of the Commonwealth Procurement Code, 62 P.S. §1906(b).
