On July 20, 2009, the Districts (hereinafter defined) entered into a Strategic Partnership Agreement (“SPA”) with the City of Lewisville (the “City”) to allow for the limited annexation of certain properties within the District’s boundaries for the primary purpose allowing the City to impose a Sales and Use Tax for the services provided within the SPA. District 1-A has certain obligations under the SPA to the other Districts for budgeting and allocation of the benefits and revenues received from the SPA and desires to further outline those obligations.
