THIS IS AN AGREEMENT made on this day of September 2012, between the City of Rapid City, 300 Sixth Street, Rapid City, South Dakota 57701, hereinafter referred to as OWNER, and Winter and Company, hereinafter referred to as CONSULTANT. This agreement will result in the completion of Phase Three of the Design Handbook Project for the West Boulevard Historic District located in Rapid City, South Dakota.
