WHEREAS, Phase II municipal stormwater permits require that municipalities develop, and implement a Stormwater Management Program (“SWMP”) designed to reduce pollutants to the maximum extent practicable and that minimum control measures in the SWMP include: (i.) Comprehensive stormwater planning, (ii) Public education and outreach on stormwater impacts, (iii.) Public participation/involvement opportunities, (iv.) MS4 mapping and documentation, (v.) Detection and elimination of illicit discharges to the Municipal Separate Storm Sewer System (MS4) (a regulatory program), (vi.) Post-construction stormwater management in new development and redevelopment (a regulatory program), (vii.) Pollution prevention and good housekeeping for municipal operations, and (viii.) Source control program for existing development (a regulatory program); and,
