THIS THIRD AMENDMENT is made effective as of the 27th day of February, by and among the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, a public body politic and corporate (“HRA”), the City of Saint Paul, Minnesota, a Minnesota municipal corporation and home rule charter city (“City”), and RK Midway, LLC, a Delaware limited liability company (“RK”) and Rein Midway Limited Partnership, a Connecticut limited partnership (“Rein”) (RK and Rein, collectively, the “Developer”).
