This Memorandum of Understanding “MOU” is entered into by and between the County of Orange, a political subdivision of the State of California, and the Children and Families Commission of Orange County, a public body and legal public entity, hereinafter referred to as “CFCOC.” The County of Orange may be referred to as “County” and is acting through its Social Services Agency hereinafter referred to as “SSA,” and its Health Care Agency, hereinafter referred to as “HCA.” This MOU contains specific guidelines for the administration of Early Childhood System of Care (ECSOC) services to be provided to children ages birth (0) through five (5) years who are entering the child welfare system.
