This Memorandum of Understanding (“MOU”) is entered into by the United Nations Development Programme (“UNDP”), a subsidiary organ of the United Nations, an international organization established by its Member States and Electricidade Timor Leste (“EDTL”) and Radio Televisaun Timor Leste (“RTTL”).
