Introduction and Purpose Pursuant to subchapter III of the federal Individuals with Disabilities Education Act (IDEA) the Early Access program is established to furnish services as provided in 34 CFR 303. The Department of Human Services is established pursuant to Iowa Code Chapter 217 to administer programs designed to improve the well-being and productivity of the people of the State of Iowa. Under the provisions of Iowa Code section 249A.4, the Director of the Department is responsible for the effective administration of the Medical Assistance Act which includes the program referred to as “Medicaid”. Infant and Toddler programs are Medicaid-eligible providers under the Medicaid State Plan which has been approved by the Centers for Medicare & Medicaid (formerly the Health Care Financing Administration).
