Federation Funding Agreements (FFA) Framework The Framework, as outlined in Schedule F, streamlines and standardisesnew agreements and reduces the administrative burden associated with negotiating agreements. It comprises five elements: the Intergovernmental Agreement on Federal Financial Relations, Council on Federal Financial Relations and its role as gatekeeper of the FFA Framework, the eight FFA principles, the agreement architecture, and administrative arrangements.
