This First Amended Memorandum of Agreement (“First Amended MOA”) is made as of this day of May 2013, by and among the United States General Services Administration (“GSA”), which will act as the lead agency, the United States Department of Commerce (“DoC”), the National Park Service (“NPS”), the National Capital Planning Commission (“NCPC”), the District of Columbia State Historic Preservation Office (“SHPO”), and the Advisory Council on Historic Preservation (“ACHP”) (referred to collectively herein as the “Parties” or “Signatories” or individually as a “Party” or “Signatory”) pursuant to Section 106 of the National Historic Preservation Act (“NHPA”), 16 U.S.C. § 470f, and its implementing regulations 36 C.F.R. part 800; and section 110 of the NHPA, 16 U.S.C. § 470h-2.
