(“HLC”), a subsidiary of The Laredo National Bank, Laredo, Texas (“Bank”) and the Office of the Comptroller of the Currency of the United States of America (“Comptroller”) wish to protect the interests of customers and prospective customers of HLC and, toward that end, wish HLC and the Bank to operate in accordance with all applicable laws, rules and regulations.
