The Employer recognizes the Association as the exclusive bargaining agent for all employees of the Police Service, save and except Staff Sergeants, civilian employees and those above the rank of Staff Sergeant. Provided, however, that the Association acknowledges and agrees that all and any negotiations with the Government of Canada and/or the Government of Ontario with respect to the of the Police Service shall be within the sole and exclusivejurisdiction of the Board.
