FiledAugust 29th, 2013The sections of Queen and Dillard Streets surrounding the Durham County Human Services Facility were listed in the Department of Public Works repaving program for 2012, but were removed due to the on-going construction of the Durham County Human Services Facility project. During the construction of the Human Services Facility project the contractor for Durham County identified several locations on Queen St. and Dillard St. as having poor subgrade conditions and insufficient asphalt thickness. Additionally, the construction effort and utility cuts on the adjacent sections of Main Street have added to the degradation of this street. In an effort to partner with Durham County, and to complete the repaving work that Public Works had previously identified as a necessity, it is recommended that the City of Durham (City) utilize the Human Services Facility project as an avenue to complete the paving of Queen St., Dillard St, and Main St. Public Works believes that taking advantage of the curr
