Areawide contract means a contract entered into between the General Serv- ices Administration (GSA) and a util- ity service supplier to cover utility service needs of Federal agencies with- in the franchise territory of the sup- plier. Each areawide contract includes an ‘‘Authorization’’ form for request- ing service, connection, disconnection, or change in service.
