Scope of Work: The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified consulting firms with solid experience in audience research and analysis (both quantitative and qualitative), message/positioning development, and government identity/branding including development of a brand activation campaign; recommendations for techniques and rollout to include interactive and social media marketing, as well as traditional marketing, media and promotions; and recommendations for results tracking/measurement.
