TRANSPORTATION, an agency of the State of Florida, hereinafter called the “DEPARTMENT,” and the CITY OF PANAMA CITY BEACH, hereinafter called the “CITY.” The DEPARTMENT and the CITY are sometimes referred to in this Agreement as a “Party” and collectively as the “Parties.”
