WHEREAS, the parties jointly enter into this Agreement for a City-led Multi-Agency Gang Unit to achieve a city-wide reduction in the violent crimes, especially homicides, committed by groups by conducting several simultaneous investigations on identified groups, which result in state and federal prosecutions of the groups, and not only their individual members, thereby removing the violent offenders who are responsible for the majority of violent crimes in the neighborhoods of New Orleans and the metropolitan area. This Agreement is effective as of May 1, 2021; and
