THIS COOPERATION AGREEMENT (“Cooperation Agreement”) is made and entered into as of the 23rd day of May, 2017, by and between the ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF NORFOLK, a duly organized and existing body corporate and politic constituting a political subdivision of the Commonwealth of Virginia (the “EDA”), and the CITY OF NORFOLK, VIRGINIA, a municipal corporation of the Commonwealth of Virginia (the “City”).
