This Program Participation Agreement (PPA) is between EUGENE A. SCALES & ASSOCIATES, INC., Inc. (“Provider”), and the DEPARTMENT OF ADMINISTRATION, acting for the benefit of the MINNESOTA POLLUTION CONTROL AGENCY (“Tenant”), 520 Lafayette Road North, St. Paul, MN and MERITEX ENTERPRISES, INC., 444 Pine Street, St. Paul, MN (“Building Management and Owner Representative”), (collectively “Participants”).
