In accordance with the internationally recognized norms and practices on diplomatic conduct, rights and privileges provided for, inter-alia, in the 1946 Convention on the privileges and immunities of the United Nations and in the 1961 Vienna Convention on diplomatic relations; recognizing the need for a central administrative organ to provide for efficient coordination of ECO organs and effective implementation of ECO activities; and in implementation of Article-IX of the Treaty of Izmir regarding the ECO Secretariat;
