For the past several months City staff has worked with the economic development staffs and administrators/managers from participating cities/counties, the Quad Cities First Staff, and the Quad Cities First Board to develop an Economic Development Services Agreement. As discussed in the Study session a few weeks ago, the purpose of the agreement is to outline the scope of work of Quad Cities First and to set a funding model for the public funding portion of Quad Cities First. The funding for Quad Cities First is split between public funding (1/3) and private (business) funding, 2/3. The new agreement will result in a decrease in annual funding by the City. The agreement was reviewed and approved by the staffs of the participating cities/counties and is on the agendas of each board/commission for consideration this month. The agreement is under final review by municipal legal staffs but no substantive changes are expected.
