Enclosed is an intergovernmental agreement for the construction of an integrated Project 25 (P25) emergency radio tower system in Rock Island County. Staff is recommending that the City of Rock Island, along with Moline, East Moline, Silvis, Milan, and Rock Island County, enter into this agreement so as to formalize a relationship in order to establish a means of financing, paying, managing, and completing the construction on the Illinois side as part of a two county-wide simulcast P25 digital trunked radio system that will serve the entire Quad Cities area. Of particular note, as spelled out in the IGA, is that Rock Island County will serve as the singular financial pass through and payment point for all of the parties entering into the agreement. In addition, this IGA ensures that the best interests of the parties entering into the agreement are being represented.
