The ‘think small first’ principle, as formulated in the Small Business Act, is based on the understanding that it is more difficult and complicated for smaller companies to comply with regulations. For this reason, the European Commission recommends that its Member States take into consideration the characteristics of such companies in all phases of drafting regulations and assess the impact of regulatory initiatives on SMEs using a specific test.
