Whereas it is the desire of both parties of this Agreement to maintain harmonious relations and settled conditions of employment between the Electric Utility and the Union, to promote co-operation and understanding between the Electric Utility and its staff, to recognize the mutual value of joint discussions and negotiations in all matters pertaining to working conditions, hours of work and scale of wages, to encourage efficiency in operation and to promote the morale, well-being and security of all the employees in the bargaining unit of the Union, now, therefore, this Agreement witnesseth to that the parties hereinafter contained agree each with the other as follows:
