I do not support the “agreed uponprocess for evaluating and revising ArticleXXI” as it usurps ACHD’s authority over itsown regulations. Marcellus Protest RESPONSE: ACHD would not promulgate any regulations that are not beneficial or impossible for regulated entities to achieve. This agreement provides a framework to create rules that bothimprove air quality and are achievable. 3. The restriction on the use of the findings in the Settlement Agreement by anyone other than the parties contribute to an unnecessary burden on future challenges toactions of U.S. Steel and ACHD.
