This letter agreement responds to your request reported in a July 21, 2022 letter to DEQ to install a skimmer pump in monitoring well W-31 and monitor product thickness for at least four consecutive quarters. The cleanup had been under the review and oversight of the Oregon Department of Environmental Quality (DEQ) Spills Program. This Agreement serves as an agreement between you and DEQ regarding the review and oversight of the investigation and cleanup of the naphtha spill at your property located at Zenith Terminal 5501 NW Front Avenue, Portland, Oregon 97210.
