This Third Amendment to Amended and Restated Agreement and Certificate of Limited Partnership of ARKANSAS CITY APARTMENTS, LIMITED PARTNERSHIP (this “Amendment”), is dated for reference purposes only January 1st, 2012, by and between DAVID B. GIBSON III, an individual (the “Operating General Partner”), and O.L.
