This Finder's Agreement (this "Agreement") is made as of October 18, 2006 between SIGA Technologies, Inc., a Delaware corporation (the "Company"), and Empire Financial Group, Inc., a Florida corporation (the "Finder"). The Finder and the Company agree:

This Securities Purchase Agreement (this “Agreement”) is dated as of October 18, 2006 among SIGA Technologies, Inc., a Delaware corporation (the “Company”), and the purchasers identified on the signature pages hereto (each, a “Purchaser” and collectively, the “Purchasers”).
