Party A is the supervisory department for the information technology development of the Baise City of Guangxi Province. Upon its comprehensive preliminary examination and study, Party A hereby appoints Party B to undertake the overall planning and the construction works of Phase I of the Guangxi Province Baise City e-government project. Based on the principle of equality, voluntariness, fairness and honesty and upon negotiation, both Party A and Party B unanimously reach the following terms and conditions of this Main Contract for both Parties to observe.
