Party A, which is entrusted by the Suizhou City Government of Hubei Province to investigate the quality of Party B, hereby appoints Party B to undertake the planning, design and construction works of the e-government project of the Suizhou City of Hubei Province. Based on the principle of equality, voluntariness, fairness and honesty, and upon negotiation, both Party A and Party B unanimously reach and agree to abide by the following terms and conditions of this Main Contract.
