This Amended and Restated Agreement is entered into as of the 1st day of March, 2019 among Fidelity Salem Street Trust, a Massachusetts business trust (the "Trust"), on behalf of Fidelity SAI International Low Volatility Index Fund, a series portfolio of the Trust (the "Fund"), Fidelity Management & Research Company, a Massachusetts corporation ("Manager"), and Geode Capital Management, LLC, a Delaware limited liability company ("Subadviser").

This Expense Contract, dated as of March 1, 2019, (the “Agreement”), is made and entered into by and between each of the Trusts listed on Schedule A hereto, each a Massachusetts business trust which may issue one or more series of shares of beneficial interest (each a “Trust”), on behalf of each of the Funds listed on Schedule A, as may be amended from time to time (each a “Fund” and collectively the “Funds”), and Fidelity Management & Research Company, a Massachusetts corporation (the “Manager”).
