We recently discovered the Town’s cable television franchise agreement has not been updated since 1993. Attached is a proposed updated agreement with Charter Communications, which operates Spectrum, the local cable provider. This is a boilerplate contract that allows Charter to place its cable TV infrastructure in the public right-of-way in exchange for a fee equivalent to 5% of its cable television revenue. In fiscal year 2024, that amounted to $77,427. The agreement also offsets the cost of cable service to the police, fire and ambulance stations, and Winthrop’s grade and high schools.
