Indeed, both groups have a Salafist ideology; they oppose the rule of Bashar al-Assad in Syria and reject the idea of a national negotiation to solve the conflict. Yet, it seems that both signing parties choose to solve daily pragmatic issues related to their armed struggle through agreements. Although one cannot speak of a “culture” of singing peace agreements, the parties are involved (in a non-proactive and non-conscious way) in a persistent practice of signing local agreements.

These negotiations led to the signing in 2005 of the Comprehensive Peace Agreement (CPA) between the North and the South of Sudan in which it is stipulated that the South would be permitted to hold a referendum on 9 January 2011 to decide on the question of secession from the North. The referendum duly took place on 9-15 January 2011. An overwhelming majority voted in favour secession. One Long- and two short-term observers from Switzerland took part in the EU referendum observation mission.
