Canada and the European Union are currently negotiating the Comprehensive Economic and Trade Agreement (CETA), which, if concluded, would be the most important trade agreement negotiated by Canada since NAFTA. Unlike the latter agreement, however, CETA has so far generated little public discussion. Patrick Leblond argues that this is unfortunate, since CETA has important economic and political ramifications. Economically, it touches on all aspects of Canadian economic activity, from tariffs to regulations, from agriculture to engineering services. Politically, it highlights the weakness of Canada's federal system in negotiating international agreements, which increasingly concern provincial and territorial jurisdictions. “Canada’s political leaders cannot afford to wait for the next set of international negotiations to devise such a coordinating mechanism,” he says, and he suggests that the Council of the Federation should be seriously considered for the role.

February 2016 The EU-Canada negotiations for a Comprehensive Economic and Trade Agreement (CETA) were concluded in September 2014. The agreement's overall aim is to increase flows of goods, services and investment to the benefit of both partners. Except for a few sensitive agricultural products, the agreement would remove practically all tariffs on goods exchanged between the two partners. Canada would substantially open up its public procurement, thereby eliminating a major asymmetry in access to each other's public procurement markets. The EU succeeded in securing protection for a large number of European Geographical Indications (GIs) on the Canadian market. Provisions on sustainable development should ensure that trade and investment do not develop to the detriment of, but rather support, environmental protection and social development. The Canada-European Union Comprehensive Economic and Trade Agreement (CETA) will create jobs, strengthen economic relations and boost Canada's trade with the world’s second-largest market. CETA is a progressive free trade agreement which covers virtually all sectors and aspects of Canada-EU trade in order to eliminate or reduce barriers. For example, prior to CETA’s entry into force, only 25 percent of EU tariff lines on Canadian goods were duty-free. With CETA, 98 percent of EU tariff lines are now duty-free for Canadian goods. Once CETA is fully implemented, the EU will have eliminated tariffs on 99 percent of its tariff lines.
