This agreement proved to be ineffective because it was essentially a union of independent, sovereign states without much central power. As such, it lacked power to impose taxes, and it required unanimous consent from all states before any changes could take effect. States took the Articles so lightly that their representatives were often absent, and the national legislature was virtually blocked from doing anything without a quorum. As a result, some leaders, such as George Washington, Alexander Hamilton, and James Madison, pushed hard for a stronger type of federation.
