The County of Inyo (“Inyo”) historically arranged for emergency medical services (“EMS”) for the greater Bishop, CA area through the Inland Counties Emergency Medical Agency (“ICEMA”) joint powers authority exclusive operating area (“EOA”) non-financial agreements with a private provider. In April, 2023, the most recent EOA EMS provider terminated its agreement to provide EMS services. Since the termination of that agreement, Inyo and other local agencies initiated a process to establish a new EOA EMS agreement. While that process is ongoing, Inyo entered into non-EOA EMS agreements with EMS providers in order to ensure continued EMS coverage in the greater Bishop area. The non-EOA EMS agreements since July 2023, to date, have included a subsidy from Inyo to the EMS provider.

The State of Florida’s Division of Emergency Management (DEM) previously awarded design and construction funding in order to upgrade the existing strain-pole designs to mast arms at the three intersections referenced above. This was awarded under the Hazard Mitigation Grant Program (HMGP), which required a County cost share of $403,361.00, (25 percent) of the expected project costs. All three intersections are located within FDOT right-of-way; consequently, County staff requested a cost-share agreement with FDOT in order to benefit both agencies. FDOT has agreed to fund the entire local match ($403,361) pursuant to the attached Construction Reimbursement Agreement. This Agreement makes these projects 100 percent reimbursable. These three projects will provide significant upgrades to the signal support systems during extreme weather and other related events by replacing the strain poles with mast arms.
