Attached is the finalized version of our incentive grant agreement with Freedonia, which has been reviewed by both Freedonia and our Law Department. In August, Council passed legislation authorizing the mayor to execute an incentive grant agreement with Freedonia. Subsequently, Freedonia suggested revisions to the agreement that took the agreement outside of what Council had authorized. Since then, we have negotiated with Freedonia to address their concerns while bringing the agreement back within the spirit of what Council authorized.
