On August 20, 2012, Southwest Power Pool, Inc. (“SPP”) filed in the above- referenced docket, an executed Generator Interconnection Agreement (“GIA”) among SPP as Transmission Provider, Tulsa LFG, LLC (“Tulsa LFG”) as Interconnection Customer, and Public Service Company of Oklahoma (“PSO”) as Transmission Owner (“Tulsa LFG GIA”).1 Though otherwise conforming and executed by all parties, SPP filed the Tulsa LFG GIA with the Commission because Appendix A, Section 1(b) of the Tulsa LFG GIA contained language providing for a monthly charge of $409.47 to be assessed to Tulsa LFG for its use of certain enumerated existing PSO facilities to facilitate the interconnection. Table A-1 in Appendix A provided the cost support for the facilities charge provided by PSO.
