The oil sector is the largest industry, accounting for 38.9% of the GDP and 94.9% of the government revenue, and the single most important source of foreign exchange earnings in Iraq (IMF). The country has proven crude oil reserves of 145 billion barrels, making it fifth in the world. Following the revolution started in 2010 which sparked the Arab Spring, Tunisia experienced negative growth in 2011. However, in 2012, economic growth bounced back to 3.6%, and the IMF expects annual growth in the future of about 3%. As the domestic demand for electricity increases with rapid economic growth, the Government of Tunisia has worked actively to develop new sources of electric power. Although the government has also put effort into introducing renewable energy, at this moment, the most of its gross power generation capacity (3,496 MW) is accounted for by thermal power generation (thermal power: 97%, hydropower: 2%, wind power: 1%).

Viet Nam has a three-tiered public medical system comprising of primary (Commune/District Level), secondary (Provincial Level) and tertiary (Central Level) levels. Hospitals operate on a referral system wherein patients are referred between hospitals, being sent to the medical facility deemed most appropriate to treat their ailment or injury. However, due to each province’s lack of budget, the many hospitals that are below the provincial level endure insufficient facilities and equipment, as well as shortfalls in both the quantity and quality of medical staff. This results in poor reliability in lower-level hospitals which has led to the current problem of patients concentrating at central-level hospitals in urban areas. Among central-level hospitals nationwide, Cho Ray Hospital in Ho Chi Minh City, which covers the southern region, continues to carry a bed occupancy rate of around 140%, causing not only a decline in the quality of medical services but also dysfunction of the referral

Japan Bank for International Cooperation (JBIC; Governor: Hiroshi Yasuda) signed on October 14, 1999, an ODA Loan Agreement totaling up to 18,332 million yen to finance "Severnaya Gas Combined Cycle Power Project (II)" in Azerbaijan.

This is the second ODA Loan provided to Azerbaijan Republic, following the first commitment totaling 20,699 million yen extended for "Severnaya Gas Combined Cycle Power Project". The proceeds of the loan will be used to construct a highly- efficient natural gas-fired power plant, thereby helping reduce the level of air pollution and curb the emission of global-warming gas. Accordingly, the most concessional interest rate for special environmental projects is applied to this project; the loan condition is an interest rate of 0.75% and repayment period of 40 years (including 10 years of grace period). This is the first ODA Loan commitment provided by the newly created JBIC.
