The Office of Nuclear Materials Safety and Safeguards (NMSS) requests assistance from the Office of Regulatory Research (RES) for the review of spent fuel storage and transportation cask designs in the area of fracture mechanics analyses. From time to time, applicants submit license applications which include a fracture mechanics analysis of the spent fuel cask performance under design accident conditions. The Spent Fuel Project Office (SFPO) in NMSS is responsible for such reviews. However, SFPO has determined that due to the infrequent nature of applicant submittals containing fracture mechanics analyses, it is not justifiable to acquire and maintain such expertise within the SFPO staff.

This task interface agreement (TIA) documents Region II’s position that harmonic distortion of the AC waveform on Class 1E electrical distribution buses could result in the premature reset of the degraded voltage relays at the Watts Bar Nuclear Plant (WBN), Unit 1, during a degraded voltage event. Harmonic-induced reset of the degraded voltage relays (DVRs) and associated timers during the onset of such an event would: (1) prevent the relays from actuating within the time required by technical specifications, (2) represent a condition adverse to the quality of relay operation, and (3) be subject to treatment in accordance with the requirements of 10 CFR 50, Appendix B. Concurrence of this memo by the electrical engineering branch in the Office of Nuclear Reactor Regulation (NRR) indicates their review and approval of Region II’s regulatory position.

The Region and NRR staff have been involved in the assessment of D.C. Cook Unit 1 and 2 containment structural issues since March 2000. The operability of the D.C. Cook Unit 1 and 2 containment structures was reviewed by NRR staff as a part of the Manual Chapter 0350 process. Following the restart of both Units, the licensee continued to perform transient mass distribution (TMD) and structural calculations to determine conformance with the design basis. The licensee made a presentation to NRR staff on June 11, 2001, regarding their determination that containment structures met design basis requirements. However, during the meeting the licensee did not provide detailed information regarding calculation assumptions, and Unit 2 walkdowns to verify as built dimensions used in the calculations had not been completed. The licensee completed the walkdowns in September 2001, and finalized their calculations in late November 2001.
