Acting on behalf of means having delegated powers or being empowered by a public governmental authority to perform activities on its behalf in the field of tourism, culture, regional development, spatial planning, or any other field that is strictly related to the object of the proposal. Being dependent from or in a special administrative relation/subordination with a public governmental authority does not in itself demonstrate that an organisation is "acting on behalf of" that authority. The delegation of powers or empowering must be established by an official document.
