Advantage Program. This term refers to a program authorized by a Medicaid waiver between the Oklahoma Health Care Authority (OHCA) and the Centers for Medicaid and Medicare Services (CMS). The Advantage program is operated by the Department of Human Services (DHS) through a contractual agreement with the Long Term Care Authority of Tulsa. Thus, the term Advantage program staff or Advantage program means those persons employed by the Department of Human Services and the Long Term Care Authority.
