at or about the same time means within ninety days prior to the importation or within ninety days after the importation of goods being valued;
at or about the same time means the exported time or time of export not affecting the price due to commercial practice and market condition. Such time, in general, may be of prior to one month. In such condition other rules on customs valuation should not be applied by interpreting the goods not being identical due to non-significant differences.
