Basis for Selection. The youth is known to be aggressive and was recommended for several Maryland-based RTCs but was denied. Prior to placing a youth with an Out-of-State Provider, regulations require the Local Department of Social Services (LDSS) to first pursue in-State placement options and document all efforts to do so.
