The Manager is responsible for the management of operations and security of goods in the area, and for all damages to public port property within its area; • GEPB will ensure that all Container vessels calling at the POB will be handled at the Terminal, while multi-purpose vessels with Containers on deck will have the option of calling at either the Breakbulk Facilities at POB or at the Terminal.

Breakbulk and out of gauge handling and other services for the receiving/loading of breakbulk or other will be provided for as set forth in a separate Exhibit in writing at prices to be specifically agreed and within the scope of this Agreement.

In the event ▇▇▇▇ fails to meet the Breakbulk Guarantee during any Lease Year, ▇▇▇▇ shall pay to PRPA within thirty (30) days of the end of such Lease year a fee (the "Breakbulk Guarantee Deficiency") equal to the difference between Two Hundred Fifty Thousand Dollars ($250,000) and the total amount of Breakbulk Fees paid by ▇▇▇▇ to PRPA with respect to such Lease Year.
