Coterminous means that an appointee’s term ends on the same day as that of the appointing authority. For practical purposes, the term of a department head is coterminous with that of the governor. But in a legal sense, a department head’s term is not coterminous. Instead, a department head’s term ends on the March 1 following the beginning of a governor’s term.
